ECC publishes new Strategic Plan for 2015-2020
ECC publishes new Strategic Plan aimed at strengthening the development and co-ordination of Europe's electronic communications
Copenhagen, 10 December 2014 − The Electronic Communications Committee (ECC), the expert group within CEPT responsible for harmonising the efficient use of the radio spectrum across Europe, has today published its new Strategic Plan for the period 2015-2020 which has a continuing focus on managing, monitoring, and enabling new trends in the electronic communications landscape.
The new Strategic Plan recognises the importance of collaboration and further emphasises the ECC's unique role as a European centre of technical expertise. Building on its previous set of priorities, the Plan consolidates and affirms the general focus of the ECC's work, reflecting the experience of the last five years, and the position of the ECC in the contemporary context.
The Plan also acknowledges the tensions between increased spectrum efficiency and sharing measures and, on the other hand, the dependence and expectations of reliability on the part of an increasingly less expert user base, often using licence-exempt spectrum.
The following key areas have been identified as the ECC's strategic priorities for the next five years:
- Implementation of a new digital dividend in the 700 MHz band;
- Spectrum for wireless broadband (including 5G);
- Responding to the needs of short range devices, including appropriate spectrum access for the Internet of things;
- Programme Making and Special Events;
- Public Protection and Disaster Relief;
- Migration from legacy networks to Next Generation Networks; and
- Numbering and Addressing Machine-to-Machine Communications.
Eric Fournier, Chairman of the ECC, said: "Working with our collaborative partners, the ECC is focused on facilitating change to meet the challenges of the varying and evolving uses of electronic communications. This updated Plan ensures we apply our expertise where it is needed most and emphasizes our commitment to improving the regulatory framework to increase efficiency and accessibility for all interested parties."
