25 Jan 2016, 11:03The last ECC PT1 meeting was held in Helsinki (Finland) from 19-21 January 2016.
700 MHz: CEPT response to EC mandate Task 3
ECC PT1 resolved all the comments from the public consultation on the draft CEPT Report 60. No particular modification has been introduced with respect to the provisions already included in CEPT Report 53 as a result of the outcome of WRC-15. This report and the previous CEPT Report 53 where appropriate, will be the basis for the development of the future EC Framework at 700 MHz, leaving flexibility for national options.
In particular, ECC PT1 reviewed and confirmed the technical conditions for Mobile Broadband usage in the 700 MHz band. ECC PT1 confirmed that the bilateral cross border coordination agreements signed by national administrations will not impact those technical conditions. The information on national options other than SDL (PMSE, PPDR and M2M) as contained in CEPT Report 53 was reviewed and updated concerning BB PPDR band plans, based on the latest information available within CEPT.
The final CEPT Report 60 in response to task 3 of the EC mandate will be presented to ECC for approval for publication.

IMT 2020

ECC PT1 kicked off its activities on IMT 2020 and focused its work on the current agreed two work items:
1) Technology track
2) Process and circular letter
ECC PT1 agreed on an Input to ITU-R WP 5D in order to invite WP 5D to send TG5/1 stable technical and operational characteristics as early as possible, in order for the studies to progress. Evaluation methods for IMT 2020 will be considered in more detail at the next meeting.

Machine to Machine (M2M)

Machine to machine in 700 MHz - “LTE based M2M and Narrow band M2M” : ECC PT1 resolved all the comments from the public consultation on the ECC report 242 “Compatibility and sharing studies for M2M applications in the 733-736 MHz / 788-791 MHz band”.
This ECC report will be presented to ECC for approval for publication.
Future usage of Machine to Machine LTE-based M2M and Narrowband M2M: ECC PT1 intends to study the suitability of the current ECC harmonised framework for MFCN in the frequency bands 700 MHz, 800 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2300MHz, 2600 MHz, 3400-3600 MHz and 3600-3800 MHz as appropriate for the future usage of LTE-based M2M and Narrowband M2M. ECC PT1 agreed on a work item, with good support, to be confirmed at the next ECC.

Mobile Communications on board Aircraft (MCA)

ECC PT1 is studying the possibility to simplify the current MCA regulatory framework.
ECC PT1 agreed on an interim report as a first response to the EC mandate on MCA and agreed on recommended parameters for the development of further study. One parameter will be confirmed on a short time frame based on feedback from the mobile industry. ECC PT1 agreed on a working process in order to develop a draft CEPT report and to finalise it at the next plenary meeting.
The interim report will be presented to ECC for approval for publication.

Mobile Broadband Communications on Board Vessels (MCV)

Draft revision of ECC DEC (08)08 “Harmonised technical conditions for Mobile Communications on Board Vessels: ECC PT1 resolved all the comments from the public consultation on revised ECC DEC (08)08. In particular, ECC PT1 identified a way forward to ensure coexistence between MCV and terrestrial mobile networks while reducing the complexity of the MCV regulatory framework and extending it to the usage on board vessels of:
• UMTS at 2 GHz (1920-1980 / 2110-2170 MHz)
• LTE at 1800 MHz (1710-1785 / 1805-1880 MHz) and/or 2.6 GHz (2500-2570 / 2620-2690 MHz).
The revision of ECC DEC(08)08 will be submitted to ECC for approval for publication.
CEPT is developing a response to an EC mandate on MCV : On the basis of ECC report 237 on the compatibility between Mobile Broadband Communications on Board Vessels (MVC) and terrestrial mobile networks, ECC PT1 finalised a draft CEPT Report to respond to the EC mandate on MCV. ECC PT1 proposes to update technical conditions of the EC Framework in line with the improvement of the ECC framework currently under finalisation (revised ECC DEC (08)08). It will ensure future coherence between both frameworks.
The draft CEPT report will be submitted to the ECC for approval for public consultation.

Cross border coordination for MFCN

Draft revision of ECC REC(15)01 on cross border coordination for MFCN 694-790 MHz, 1452-1492 MHz, 3400-3600 MHz and 3600-3800 MHz
The scope of the cross-border recommendation has been extended to 700 MHz in April 2015 and ECC PT1 resolved all the comments from the public consultation.
The draft revision of ECC REC(15)01 will be presented to WG FM for approval to publication.
Draft revision ECC REC(01)01 on cross border coordination for MFCN in 1920-1980 MHz and 2110-2170 MHz
The scope of the Cross Border recommendation was refocused on 1920-1980 MHz and 2110-2170 MHz in April last year. ECC PT1 resolved all the comments from the public consultation.
The draft revision ECC REC(01)01 will be presented to WG FM for approval for publication.
These recommendations are useful for CEPT countries when negotiating bi/multi-lateral agreements.

Guidelines to support implementation of harmonized MFCN framework in 3.6-3.8 GHz

ECC PT1 reviewed the draft guidelines to support implementation at national level of the current harmonised MFCN framework in 3.6-3.8 GHz.
The work is still ongoing. ECC PT1 plans to adopt at its next plenary meeting an ECC report for public consultation.

IMT and MSS at 1518 MHz

Based on initial work done as part of the WRC 15 preparation, ECC PT1 is studying the coexistence between IMT below 1518 MHz and MSS above 1518 MHz. ECC PT1 agreed to make progress during the next months in order to actively contribute to ITU-R WP 5D on time for the October 2016 meeting. ITU-R will be informed accordingly. A relevant Work item will be also submitted to ECC for final endorsement.

Correspondence activities will take place during the following months

ECC PT1 agreed to maintain correspondence activities on MCA, 3.6-3.8 GHz and IMT/MSS at 1518 MHz (details of Correspondence Groups)

ECO Report 03 on the licensing of mobile bands in Europe for the MFCN bands
ECC PT1 welcomed the up to date information in ECO Report 03 information. The statistics on the right of use, graphical description of the bands and extracts of information per band and per country can be automatically generated from the EFIS database.
