Results of the FM22 #43 Meeting

The 43th meeting of FM PT22 held 5-8 May 2015 in Copenhagen was attended by 44 participants representing 23 administrations, ECO, Orange France Telecom and also 2 observers from Kosovo* (status as per agreement on Regional Cooperation and IBM technical protocol).

The following results were achieved:

New ECC REC Measurement uncertainty

FM22 continued its work on a draft new ECC Recommendation on measurement uncertainties. This new ECC Recommendation is will describe the uncertainty contributions and also how to deal with measurement uncertainty when doing in-situ measurements. Further work is necessary.

Interference statistics

The group evaluated the outcome of the 2015 interference statistics questionnaire and a report for WG FM. The main systems/services interfered with are:

  • Public mobile networks (28% of the total)
  • Terrestrial video broadcasting (12% of the total)
  • Land mobile (PMR), professional telecommand and telemetry systems (11% of the total)
  • Terrestrial sound broadcasting (10.5% of the total)
  • Aeronautical services (communication, navigation and surveillance) (8.5% of the total)

Several administrations highlighted that they are experiencing interference from DECT6.0 equipment, mobile phone repeaters and jammers. It was pointed out that many of this equipment can be purchased over the internet (sometimes at a low price), and is not compliant with the European requirements. Private import of such equipment doesn’t fall under the market surveillance, and therefore is difficult for administrations to filter their import. A new work item was created to further investigate DECT 6.0 interferences to 3G UMTS networks.

New ECC REP on LTE coverage measurements

A first draft of the ECC Report on LTE coverage measurement was discussed. This Report will take into account the coverage obligations as indicated in the ECC Report 231 and describe how the measurements can be done. This draft ECC report will not impose any LTE coverage obligations. Work on this topic is ongoing. A new topic on the FM 22 forum was opened to allow further work on this issue by correspondence.

Interference caused by wind farms

Presentations were provided that included the results of compatibility measurements investigating the effects of wind turbines on fixed radio direction finders and the impact of wind farms on radio systems, in particular terrestrial tv and mobile networks. The presentations showed that wind farms may cause severe problems to radio monitoring sites and radio systems.

Determination of the radiated power through field strength measurements in the frequency range from 87.5 MHz to 108 MHz

The proposal to extend the applicability of the existing ECC Recommendation (12)03 on determination of the radiated power through field strength measurements in the frequency range from 400 MHz to 6000 MHz in the frequency range from 87.5 MHz to 108.0 MHz was discussed. The administrations were asked to verify the applicability by own measurements.

Monitoring campaigns

The results of the HF background monitoring campaign from 2007 to 2015are available at http://apps.cept.org/shortband/. The results of the monitoring campaign for the frequency band 5 350 kHz – 5 450 kHz on request of CPG PTC had been finalised.

Military training in April in Hungary

The Hungarian administration had sent a fax to inform the potentially affected administrations about a military training in April. Concerning the similar training in June 2014 the recently published report of the European Aviation Safety Agency (EASA) to the European Commission concluded that the reason of the detection losses in the air navigation service observed 5th to 10th June 2014 was not the referenced military training and geolocated the system or installation that caused the losses in an area outside of Hungary.
