The
following results have been achieved:
The
comments received during the PC of the revised ECC Report 44 on spectrum
management during special events were resolved and it is expected that WGFM#81
is going to approve the revised ECC Report 44 for publication.
The
next edition of the annual interference statistics questionnaire was agreed.
The questionnaire is for the interference cases reported in 2014 and expected
to be published after WGFM#82.
The
HF monitoring campaign was discussed and next steps organised (regular work,
campaign continues at least until 2018).
FM22
conducted several drafting sessions on a new draft ECC Recommendation on
measurement uncertainties. This new ECC Recommendation is inter-alia in
relation to BEM (Block Edge Mask) measurements as set out in ECC/REC/(11)06 and
will describe the uncertainty contributions and also how to deal with
measurement uncertainty in relation to the measurement results and pass/fail
criteria when doing in-situ measurements.
FM22
agreed on a new work item on the development of a new ECC Recommendation on
Physical Cell Identifier (PCI) measurements.
FM22
develops an ECC Report on LTE coverage measurements and is waiting for input
from PT1 on coverage criteria. The status of work in the PT1 CG on this subject
was noted.
A
revision of CEPT/ERC Recommendation 54-01 on frequency deviation measurements
is underway and expected to be submitted to WGFM#82 for PC approval.
FM22
also works on a revision of ECC/REC/(05)01. The aim to establish establishing a
harmonised file format for the data collected by mobile data collection methods
in support of future measurement campaigns and to facilitate easier exchange of
data.
FM22
discussed the subject of fingerprinting GNSS jammers, from the perspective of
monitoring as well as market enforcement. FM22 noted activities of the FCC and
also of several administrations in Europe. There is also interest from the GNSS
community and the automotive industry in this subject but FM22 considered a
decision for a CEPT workshop as too early at the present time.
The
information from the Czech Republic on enforcement actions concerning the 5 GHz
DFS mechanism was discussed. FM22 recommends the SRD/MG to include information
about the Czech measures in the annex 2 of ECC Report 192, but also the Office
to provide reporting to ADCO R&TTE and the R&TTE CA about the
information provided by the Czech Republic. The information provides a new
strategy on how to identify unique interferers by using a notification
duty/database and measurements of the WAS/RLAN MAC addresses over the radar
antennas. In addition, the experience in the Czech Republic confirms the
findings of ECC Report 192 that the interference to weather radars is caused by
intentional deactivation of the DFS mechanism as well as illegal equipment
issues.
