Results of FM44 meeting#40 held in Mainz, Germany

1. FM44_27 Revision of ECC report 066 (FM44_27)

FM44 considered two contributions related to aircraft protection from Ku and Ka-band ES operating in the vicinity of an airfield.

First document was received from NATO CAP3 concerning HIRF protection of military aircraft. NATO confirmed that military aircraft should sustain the normal HIRF environment of civil aircraft that will be used for the revision of ECC report 066.

Inmarsat presented elements which can be taken into account while revising ECC Report 66, including methodology used by EASA and description of HIRF environment for C, Ku and Ka frequency ranges.

Meeting discussed input contributions and decided to draft a summary document describing assumptions to take into account in the revision of ECC report 066. FM44 will lease the material with SE40 which is currently expecting to get a new WI related to revision of ECC Report 066. 

2. Ku Band NGSO ESIM (FM44_28)

Based on the contribution from OneWeb, FM44 considered revised version of draft new Decision on the harmonised use and exemption from individual licensing of Fixed Earth Stations operating with NGSO FSS satellite systems in 10.7-12.75 GHz (space to Earth) and 14-14.5 GHz (Earth to space).

Amendments propose additional considerations for the protection of the Radio astronomy service and the fixed service and some technical elements (i.e. total power and protection distances in the vicinity of airfield) which are currently under discussions in SE40 pending their final confirmation. Decides part was also amended.

Draft ECC Decision in its current shape was approved by the meeting pending results of studies carried out by SE40 before sending it for PC by WGFM.

3. ECC Decision revision process (withdrawal of ERC decision (98)15)

Following decision of the ECC meeting in June 2016, FM 44 considered document submitted by France containing proposed draft Decision to withdraw Decision ERC/DEC/(98)15, which is no longer necessary as a tool that provides exemption from individual licensing of Omnitracs terminals within the CEPT, due to cease the system operation on 31st August 2016. 

FM44 revised French proposal and will send it to WGFM meeting in order to submit to ECC plenary for public consultations.

4. Ku band VMES : Proposal for a new WI

Presentation was made by Intelsat regarding car connectivity via satellite concept in Ku frequency range. Intelsat proposed to start developing an ECC framework in order to address  the harmonized use of frequencies, free circulation of  Vehicle-Mounted Earth Stations (VMES) operating with GSO FSS systems in the 10.7-12.75 GHz (space-to-Earth) and 14-14.5 GHz (Earth-to-space) bands.

Meeting discussed the proposal and agreed to start preparing a text for the possible new WI. This work will continue at the next meeting in January. Participants were invited to make investigations and see whether existing deliverables can be used in the work.

5. Any other Business (Animal tracking)

Ralf Ewalds (DLR, Germany) made a short presentation regarding draft ECC Report on compatibility studies between low power transmitters for animal tracking and other existing radiocommunication applications in the frequency band 401-403 MHz developed within SE40.  PC results for this draft ECC Report will be addressed at the forthcoming SE40 meeting.   

Mr. Ewalds explained to the meeting that DLR (Germany) is happy with the results of compatibility studies and doesn’t want to pursue any ECC decision regarding licensing regime as it is planning to reach agreements on a country by country basis. DLR (Germany) thanks FM44 meeting for their kind assistance to the international research project.
