The 19th meeting of FM51 has been held on 19-20 January 2016 at the ETSI Headquarters, Sophia-Antipolis, France. The main activities are summarised below.
Response to EC Mandate on video PMSE in the 2.7-2.9 GHz band
FM 51 further developed the draft CEPT Report in response to the EC Mandate, taking into account the latest activities in SE7 on the resolution of the comments from the public consultation on draft ECC Report 243. The draft CEPT Report provides the technical conditions for the possible use of the band 2.7-2.9 GHz for video PMSE.
Subject to a few technical clarifications to be provided by WG SE, the draft CEPT Report is ready for submission to WG FM (1-5 February 2016) so that it can be considered by the ECC Plenary in March 2016 for approval for public consultation.
Revision of ERC Recommendation 25-10
FM 51continued its work towards a revision of Recommendation 25-10 on the frequency bands and tuning ranges for PMSE.
FM 51 noted the status of SE7 compatibility studies on audio PMSE in the 1350-1400 MHz and 1492-1525 MHz bands.
Guidance will be sought from WG FM on the inclusion and status of some bands in the list of tuning ranges for audio PMSE.
FM 51 agreed that the annex 4 (national information on the availability of the various bands and tuning ranges) should be maintained through the implementation of a dedicated feature in EFIS.ECO will clarify such an approach for the next meeting.
FM 51 agreed that the annex 5, intended to address the procedures for issuing frequency authorisations for temporary use of PMSE, should be limited to a general overview, with a reference to the PMSE page on the ECC website where CEPT administrations are invited to provide links to their national mechanisms.
It is intended to finalise the revised Recommendation for WGFM approval for public consultation in May 2016.
