The 67th SRD/MG meeting was held on 20-22 April 2016 in Vilnius, Lithuania. 51 participants from 19 CEPT administrations, EC, ECO, associations and industry participated.
Achievements
6th Update of the EC Decision for SRDs:
The comments received during public consultation of the draft CEPT Report 59 in response to the 6th update of the EC Decision for SRDs were resolved and the draft CEPT Report 59 is going to be submitted to WGFM for adoption for submission to the ECC for final approval for publication and sending out to the EC. SRD/MG also had first discussions about an Addendum to the CEPT Report 59 with regard to SRD applications in 870-876/915-921 MHz. SRD/MG proposes to establish the Addendum until February 2017 in order to take into account the results of on-going investigations WGSE / SE PT 24.
ECC Decisions:
An amendment of ECC Decision (04)03 was further discussed, proposed to cover the frequency band 76-81 GHz to be designated for the use of Automotive Radars, and a framework for this will be proposed to WGFM. The proposed amendment follows the outcome of WRC-15 under Agenda Item 1.18.
An editorial update of the ECC Decision (11)03 on CB Radio was agreed to be submitted to the next WGFM.
Changes in ERC Recommendation 70-03:
A number of changes in ERC Recommendation 70-03 were agreed for submission to the next WGFM meeting for approval for publication (after public consultation and comment resolution):
- adding of an entry for 76-77 GHz obstacle detection radars for rotorcraft use in Annex 5. This relates also to the 6th Update;
- amendment of the scope of Annex 6 for radiodetermination applications to avoid misuse by P-t-P and P-t-MP radiocommunications applications;
- merging the entries of Annex 13 (wireless audio) into Annex 10 (radio microphones, assistive listening devices, wireless audio and multimedia streaming systems);
- Amendment of Annex 11 (RFID) to reflect the 4 channel UHF RFID plan for 865-868 MHz with all the technical conditions. The change relates also to the 6th Update;
- Amendment of the Appendix 5 with the Duty cycle Definition to make the definition more robust and unambiguous. The change relates also to the 6th Update.
Changes in ERC Recommendation 70-03 were agreed for submission to the next WGFM meeting for approval for public consultation:
- Amendment of the Annex 1 (Non-specific SRDs) with two new entries for the frequency band 1900-1920 MHz. In addition, a clarification was added in the scope of Annex 1 that applications in vehicles such as in cars, in busses, or on-board trains as well as on-board aircraft can also use this Annex;
- Amendment of Annex 10 (radio microphones, assistive listening devices, wireless audio and multimedia streaming systems) with a new entry for radio microphones operating in the band 1350-1400 MHz. In addition, a note was added in Annex 10 for the frequency range 1492-1518 MHz that this frequency band is identified for the introduction of mobile/fixed communication networks (MFCN) in the future. National administrations may authorise radio microphones in the band as long as they will not have introduced mobile/fixed communication networks (MFCN).
Other results of the meeting
SRD/MG proposes to WGFM to send to WGSE/ SE PT 19 a request for information regarding the available regulatory framework and implementation status of fixed systems operating within the 57-66 GHz. The request includes whether there is interest in WGSE and SE PT19 to work together with the SRD/MG on a common regulatory approach in ERC Recommendation 70-03, also including implementations based on ECC/REC/(05)02 and ECC/REC/(09)01, under general authorisation regime. The objective is to address the need for point-to-point and point-to-multipoint communications using different technologies.
SRD/MG also proposes to WGFM to send a liaison to ETSI and ASECAP with regard to investigations in ETSI on the in- and out-of-band interference properties of road tolling technology in 5795-5815 MHz (‘CEN DSRC technology’) and also investigate possible solutions to improve the performance of products and/or related ETSI standards. Possibilities are seen e.g. to make receivers less sensitive, to increase the wanted link emissions or other changes and mitigations used in the technology.
