07 Apr 2016, 09:30SE21 met in Stockholm, Sweden on 22-23 March and discussed the following issues:

WI SE21_17: Review the characterisation of the unwanted emissions to achieve a more efficient use of the spectrum in long-term.

SE21 agreed a proposed new work item on Unwanted Emissions – Guidance and methodologies when using typical equipment performance in co-existence studies’ for approval by WGSE in April. This was based on a UK input contribution with some further development based on discussions during the meeting. The proposed new work item aims to continue the work on unwanted emissions based on the conclusions of draft ECC Report 249. The output of the work item will be a deliverable that will provide guidance on incorporation of ‘realistic’ assumptions on unwanted emissions in sharing and compatibility studies.

SE21 agreed an input to the upcoming June meeting of ITU-R WP1A which will include the final version of draft ECC Report 249 (subject to the outcome of public consultation)

WI SE21_18: To collect relevant receiver parameters, considering the future role of receiver parameters in spectrum management and sharing studies


SE21 agreed that receiver measurements may be necessary for this work item. The difficulties and cost of performing relevant measurements were noted, and therefore these should be scoped carefully.

The structure of the draft ECC report for this work item was discussed and developed. The title for the report was agreed as: ‘Evaluation of receiver parameters and the future role of receiver performance in spectrum management and coexistence studies’

The ongoing RED standardisation process was noted. Particular areas of concern are 2.4 GHz, where the proposed 2 stage process will be used to attempt to improve receiver performance at an agreed later date, and MSS in 1518-1559 MHz, where proposed limits are not believed to be sufficient to address potential compatibility issues with IMT below 1518 MHz (currently under study in ECC PT1).
