1) WI SE21_17: Review the characterization of the unwanted emissions to achieve a more efficient use of the spectrum in long-term
SE21 held three web-meetings and correspondence activity prior the physical meeting and finalised draft ECC Report on unwanted emissions.
SE21 reviewed the outcome of the correspondence activity, endorsed it and will present for WGSE January meeting to be sent for public consultations.

2) WI SE21_18: To collect relevant receiver parameters, considering the future role of receiver parameters in spectrum management and sharing studies
SE21 dealt with WI SE21_18 based on several input contributions as well as useful documentation provided by ETSI in the course of the meeting.
SE21 had a brainstorming session during the meeting with respect to receiver parameters WI and consider possible way forwards. Different views on the way to address this important issue were introduced. It seems from the point of view of SE21 members that the task is very vague, therefore SE21 would like to submit for WGSE consideration a ‘wish list’ which can be taken into account as a starting point (and/or) basis for the development of the draft ECC Report on receiver parameters. SE21 invited WGSE to comment on the ‘wish list’ and either endorse it or give a clear guidance on the alternative way forward with the development. As a food for further thought and perhaps final destination in this journey, WGSE can also consider developing an ECC recommendation structured similarly to ERC REC 74-01, but dealing with reference receiver performance parameters to be taken into account in the compatibility studies.

3) Liaison Statements from/to other groups
SE21 received a liaison statement from ETSI TC ERM regarding the proposed approach to revise definition of limits in the spurious domain on a statistical basis. ETSI is currently of the view that the current way of defining limits in terms of mean power should take into account random nature of spurious emissions. SE21 decided to take a timeout before responding back as their next meeting will be held after SE21 and WGSE meetings. Meeting believed that the new concept can be useful in compatibility studies but require more work from CEPT prospective.
