1) SE24_42-2: Improvements for SRD in 862-870 MHz band
Eight contributions were presented and considered by SE24 under this WI. Meeting agreed not to modify draft ECC Report at this stage. In order to carry forward the WI42 report, SE24 scheduled two G2Ms and a physical meeting dedicated to WI42-2 and WI54.
WI 42-2 is expected to be finalised by SE24 in September 2016. Therefore, the final draft ECC report should be considered and approved by the SE24#89 meeting in September.
2) SE24_44: ALDs in 1660 MHz band
No contribution was received on this WI, therefore no action has been taken.
3) SE24_49: TTT/DSRC
The ECC Report 250 (compatibility studies between road tolling systems (TTT/DSRC) and other radio systems operating in the 5805-5815 MHz band) was sent to public consultation by WG SE in January 2016. SE24 reviewed comments received during the PC and resolved them.
In addition to the comments made for the PC, Portugal submitted a separate contribution for further revision of the Report 250. In order to ease the work of WG SE, SE24 reviewed all of the comments in this document and resolved most of them.
An updated version of ECC Report 250 was submitted to WG SE meeting for final adoption for publication.
4) SE24_51: Fixed roadside infrastructure in 76-77 GHz band
The updated version of draft ECC Report on WI51 (output of the physical meeting of DG on WI51) was considered by SE24 together with contributions both from the fixed radar and automotive radar communities. Since it was expected by WG SE to be provisionally approved at the April 2016 meeting, SE24 made efforts to finalise the draft ECC report, but due to a number of technical issues upon which consensus was not reached, it was not possible to complete the report. Therefore, SE24 agreed to ask WG SE to extend the deadline for this WI.
5) SE24_52: 5 GHz WAS/RLAN
SE24 considered nine contributions received for this WI. Drafting group had two sessions and prepared the following documents:
- ‘Summary of additional studies carried out after the publication of ECC Report 244’. This summary includes LAA-LTE technical characteristics, describes current status of compatibility and sharing studies between LAA-LTE and some incumbent services (i.e. ITS, TTT and FSS) and status of activities on additional mitigation techniques;
- LS to WG FM/FM55 informing about SE24 status of work and presenting the summary of additional studies carried out since finalisation of ECC Report 244 and informing about background material giving basis for this summary.
SE24 also finalised its work on working document dealing with ‘additional compatibility studies between RLANs and other services in the band 5725-5925 MHz and mitigation techniques related to RLANs compatibility with other services in the bands 5350-5470 MHz and 5725-5925 MHz’. Due to the fact that the last ECC meeting decided that WG SE shall not continue working on this issue in the context of EC Mandate, SE24 believed that working document will be a good starting point for CPG PTD in their work under AI 1.16 of WRC-19 conference. Therefore SE24 agreed to suggest WG SE that the working document should be sent to CPG PTD of which first meeting is planned for September 2016.
6) SE24_54: Supplementary work to ECC Report 200 in the band 870-875.8 MHz
Only one document was received for WI 54 on the dRSS distribution used in ECC Report 246 (WI54 report), which proposed that the WI54 study should consider modelling of the APC mechanism in GSM, using in-build SEAMCAT functionality, else the way in which the calculations are carried out is incorrect.
After the consideration of this document SE24 agreed that an e-mail be sent to the STG chairman by the SE24 chairman requesting information on the use of APC in the SEAMCAT in order not to waste time until the next meeting of STG.
7) SE24_55: Impact of UWB on board aircraft in the band 6-8.5 GHz on FS links used around airports
The ECC Report 251 was sent to public consultation by WG SE in January 2016. Due to the fact that no comments were received during PC, SE24 did not take any action on ECC Report 251.
8) SEAMCAT
Two documents were considered in AOB: STG response to SE24 related to principles of Monte-Carlo simulations using SEAMCAT and a document submitted by a couple of SE24 members in response to the STG LS.
SE24 considered both documents and proposed the following way forward for further work of SE24:
- assumptions and criteria have been used in compatibility studies should be clearly explained in the report;
- criteria and process supporting the decision of acceptance of interference criterion (e.g. from SEAMCAT) should be fully explained;
- this is solely responsibility of the Project Team to develop the methodology used for a study, this should not be referred out to other groups (e.g. STG).
