Overview from 49th SE40 meeting

26 Aug 2015, 19:00
  1. Guidance document on data reduction (WI SE40_25)

Meeting discussed three contributions submitted by France and proposing inclusion in the draft ECC Report on description of the software tool and into additional associated MATLAB routines enabling accounting for specific elevation and pointing restrictions of particular RAS sites.

Taking into account comments received from CRAF and also the fact that the problem of sky visibility has already been discussed by SE40 in 2009, SE40 decided that new proposal does not take into account the complexity of diffraction effects which will have an impact on the effects of surrounding terrain and the telescope antenna pattern characteristics. Therefore the group agreed not to include consideration of sky visibility case in the draft ECC Report and in Matlab routines at this stage but continue investigations on this aspect.

Thales (France) and CRAF/MPIFR (Germany) proposed a WI in order to continue investigations with the aim to refine model and consequently implement it in the software tool in order to take into account the visibility effects in the correct manner.

SE40 participants agreed to send a draft ECC Report on description of the software tool for September 2015 WGSE meeting for submitting it for public consultation.

  2. Leeheim measurements (SE_12)

Iridium representative mentioned during the meeting that the first launch of the IRIDIUM NEXT satellites was postponed until December 2015 while the entire launch schedule was kept as it was announced previously.

  3. New WI on animal tracking

SE40 made a good progress by means of the ECO Forum and also at this meeting on working document dealing with the compatibility/sharing of small transmitters for animal tracking with other existing radio services and applications in the frequency range 401-403 MHz.   New contributions were presented incorporating all comments received from SE40 members at the July meeting.  Germany also performed the dynamic analysis of small animal transmitters operated in the EESS on other applications operated in the EESS and the meteorological-satellite service and MICS operated in the mobile service in the band 401-403 MHz. Compatibility studies between small animal transmitters and applications operating in the MetAids service in the band 401-403 MHz have also been presented and meeting agreed to incorporate them in the draft ECC Report.

SE40 decided to send this draft ECC report on animal tracking to the next meeting of WGSE for information and continue working on the material in order to develop the text further.

    4. Receiver parameters and LS from other groups
SE40 considered LS from SE21, which has not been considered in details at the July meeting. SE40 agreed to respond back taking into account information received from SES HARM. LS was sent to SE21 outlining that the list of receiver parameters developed by SES HARM is sufficient and applicable for the use in compatibility studies for satellite applications.
