Overview of 50th SE40 meeting

1) Guidance document on data reduction (WI SE40_25)
Document summarises the comments received from the Public Consultation for Draft ECC Report 247 (Software description for processing IRIDIUM measurements at Leeheim station), was considered. Comments for the draft report were received from CRAF.
CRAF concern was addressed by specifying in the draft ECC Report 247 that ‘antenna pointing feature’ will not be taken into account when comparison with the results from the previous measurements campaigns is made. The Draft ECC Report was amended accordingly. SE40 will present it for WGSE with the view for final approval and publishing on the web-site.

2) Leeheim measurements (SE_12)

Iridium informed SE40 about modifications to the launch schedule of Iridium NEXT. The launch of the first two satellites that was initially scheduled for December 2015 is now taking place in April 2016. The target date for the replacement of the whole constellation remains, as previously scheduled, December 2017. Meeting noted the document. 

3) New WI on animal tracking
SE40 received a number of contributions on this issue. Discussion revealed quite a number of questions regarding operational characteristics of ICARUS system, in particular: geographical deployment of the animal tags within the ICARUS footprint, the way they are positioned with respect to the victim receiver in the dynamic analyses, the way how “worst case” is defined with respect to each compatibility scenario.
In order to eliminate concerns raised by different parties and to produce a good quality report, SE40 decided to ask WGSE to extend the deadline for this WI until September 2016. SE40 also decided to continue development of the draft ECC Report by means of the ECO Forum and to hold a web-meeting on 18th January 2016 at 13:00 CET to agree on the hypothesis for the studies.

4) Future work on FS-FSS sharing in 27.5-29.5 GHz band
Meeting noted the document presented by Viasat regarding future work foreseen with respect to sharing between the FS and FSS in the 27.5-29.5 GHz band with the focus to the bands specified in the ECC/DEC(05)01. This study will be performed in the WRC framework (AI 1.5 WRC19) and also in the CEPT framework regarding terminals in motion operating in FSS. This document was presented for information and thoughts as no WI has been allocated yet.

5) Other business
FM44 chairman joined the meeting remotely in order to present extract from the 35th FM44. The aim of the meeting was to collect updated information on the current aeronautical regulation to protect aircraft and helicopters against High intensity radiated fields (HIRF). In order to soften strict European limitation regarding electric field level in the vicinity of airports, it is necessary to obtain clarifications on EMC certification levels of aircraft regarding Electromagnetic Environment. This action can lead to an update of ECC decisions (ESOMPS related) and ECC Reports including the Report 66.
