Outcome of the SE7 meeting held on 30 March - 1 April 2016 at the ECO, Copenhagen (Denmark)

The SE7 meeting took place on 30 March-1 April 2016 at ECO, Copenhagen, Denmark.

This meeting was dedicated to the following work items:

  • SE7_21: Compatibility studies for PMSE (wireless microphones and audio links) in order to widen the national implementation of the frequency range 1492-1518 MHz and further consider the frequency range 1518-1525 MHz.
  • SE7_25: Broadband PMR/PAMR sharing and compatibility studies in the band 450-470 MHz
  • SE7_26: Complementary compatibility and sharing studies for BB-PPDR systems operating in the frequency band 410-430 MHz

Note: the last two work items (SE7_25 and SE7_26) are to be officially approved at the 73rd WG SE meeting. Therefore the SE7 meeting only had initial discussions on these topics.

Outcome of the SE7 meeting:

SE7_21: Progress on the draft ECC Report on PMSE at 1492-1525 MHz

The meeting finalised the drafting of this draft ECC Report. In particular, several parameters were updated for the compatibility studies between PMSE and other services.

Inmarsat provided input parameters for PMSE and MSS compatibility studies at the SE7 Forum, such as:

  • Density of the PMSE devices
  • Density of MSS earth stations
  • Different wall loss values
  • Body loss of PMSE device
  • Propagation model to be used.


APWPT also provided additional material for the studies and revisions to the draft ECC Report and during the meeting some more information was provided about the operation of PMSE and MSS in the band 1518-1525 MHz and examples of sharing at the frequency ranges 1517-1525 MHz and 1525-1559 MHz.

Ericsson proposed additional paragraph to the Executive Summary section of the report, giving explanation of completing the investigations in the band 1492-1518 MHz though the band is identified for IMT. The meeting agreed to add this information in the Report.

A finalised version of the Draft Report is to be sent to the 73rd meeting of WG SE  for its adoption for public consultation (draft ECC Report 253 in Public Consultation until the 29th of June 2016).

SE7_25: Broadband PMR/PAMR sharing and compatibility studies in the band 450-470 MHz

ECC Report 240 was considered a good basis for the development of a new report, even if  new studies on the impact on other services is different than from LTE PPDR are needed. 

As the usage scenarios and some equipment specifications have been changed, DTT parameters previously used in the ECC Report 240 for assessing compatibility between DTT and LTE in 450-470 MHz need to be updated. Parameters of DTT networks to be used in compatibility studies have already been provided. 

A new draft report for further work, including updated DTT parameters, is available in the working document contained in Annex 2 to the minutes of this SE7 meeting.

SE7_26: Complementary compatibility and sharing studies for BB-PPDR systems operating in the frequency band 410-430 MHz

As the band 410-430 MHz is not implemented in the ECC Decision (16)02 on “Harmonised technical conditions and frequency bands for the implementation of Broadband Public Protection and Disaster Relief (BB-PPDR) system”, ECC has tasked WG SE to perform compatibility and sharing studies complementary to ECC Report 240 for BB-PPDR systems operating in the frequency band 410-430 MHz.

This band has been proposed as a possibility for implementing PPDR systems, due to the fact that in some countries (e.g. Hungary) there is no operation of radio astronomy nor radio location services.    .
