WI95revCO07 Special Arrangement

The Wiesbaden, 1995, Special Arrangement, as revised in Constanţa, 2007 (WI95revCO07) governs the frequency bands 47-68 MHz, 87.5 - 108 MHz and 230-240 MHz. It has been adopted by CEPT multilateral meeting in Constanţa, Romania on 04 July 2007 and has come into force the 01 September 2007.

2. WI95revCO07 T-DAB Plan

On behalf of ECC the ECO maintains the master copies of the T-DAB Plan associated with Wi95revMa02 Special Arrangement. 

 

 

2.1. Frequency bands 47-68 MHz and 230-240 MHz.

The updated plan contains entries in the frequency bands 47-68 MHz and 230-240 MHz.

The following data is provided:

  • Updated WI95revCO07 Plan containing successfully coordinated T-DAB allotments and assignments (latest update June 2012).
  • Proposed modifications to the Plan that have been published in the ERO/ECO Circular letters and for which the coordination procedure is not completed yet. This file contains proposals from Denmark, Lithuania and Moldova (latest update June 2012).
  • Extract from the Plan as per country:

Proposals for modification to the plan are provided in the files where 'Proposals’ appears as a part of the file name. These proposals were published in the Circular letters but have not been included in the Plan.

The data files that can be downloaded from this page are compliant with the CO07 data format.

 

2.2. Frequency band 87.5-108 MHz

There is one allotment in the band 87.5-108 MHz and it is included in Annex 5 of the WI95revCO07 Special Arrangement.

 

2.3. Frequency band 174-230 MHz

The existing T-DAB assignments in the frequency band 174-230 MHz are included in the new Annex II (see below) and will be protected in accordance with Article 2 of the WI95revCO07 Final Acts.

The provisions for and the Plan entries in the 174 -230 MHz band have been removed from WI95revCO07 Special Arrangement in order to avoid any potential conflict with the provisions of the GE06 Agreement. Furthermore, the Final Acts of the CEPT multilateral meeting that has adopted the WI95revCO07 includes a new Article 2 which reads:

'The T-DAB assignments in the frequency band 174-230 MHz recorded by 02 July 2007 in the Assignment List in accordance with Article 6 of the Wiesbaden, 1995 Special Arrangement, as revised in Maastricht 2002, as provided in Annex II, shall be protected, taking into account the relevant bilateral agreements reached at the RRC-06, until the date to be agreed by the administrations concerned but not later than 01 January 2012.'

3. Revision of the WI95revMA02 Special Arrangement

The CEPT administrations have, at the multilateral meeting in Constanţa, Romania, 02-04 July 2007, adopted the revised Special Arrangement originally established to facilitate introduction of T-DAB services.

The main outcome of the revision of the WI95revMA02 Special Arrangement is that the provisions and plan entries related to the frequency band 174 -230 MHz have been removed in order to avoid any conflict with the provisions of the GE06 Agreement. The revised Special Arrangement will continue to cover those frequency bands which are not part of GE06, namely 47 - 68 MHz, 87.5 - 108 MHz and 230 – 240 MHz.

The revised Special Arrangements has come into force on 01 September 2007.

The procedure for modification to the frequency plan remains unchanged.
