The ECC had its 58th plenary meeting from 28 February – 4 March 2022. It gathered 110 registered participants representing 35 CEPT administrations, counsellors, observers and the ECO.
The ECC agreed on a number of ECC deliverables for publication dealing with satellite issues, MFCN/5G, MCV, and Automotive Short-Range Radars. The ECC has also agreed on the way forward with regard to the EC mandate on shared use of 3.8-4.2 GHz and on the update of the CEPT roadmap for 5G and beyond. Good progress has been achieved in various topics such as the coexistence with radio altimeters in 4.2-4.4 GHz and related ECC deliverables on the 40.5 - 43.5 GHz frequency band.

Taking into account the responses submitted during the relevant public consultations, the ECC meeting adopted for publication the following ECC deliverables:
- Amended ECC Decision (06)13 on MFCN (900/1800 MHz) harmonised technical conditions for 5G
- Amended ECC Decision (08)08 on Mobile communication on vessels in 1800 MHz and 2.6 GHz
- Corrected ECC Decision (05)05 on harmonised utilization of spectrum for MFCN in 2500-2690 MHz
- Amended ECC Decision (12)01 on license-exemption, free circulation and use of satellite mobile terminals (1 to 3 GHz)
- ECC Decision (22)01 on free circulation and use of MFCN terminals operating under the control of terrestrial networks
- Amended ERC Decision (00)02 on use 37.5-39.5 GHz by the FS and FSS ES (s-E) and use of 39.5-40.5 GHz by FSS ES and MSS (s-E)
- Amended ECC Decision (06)10 on transition of terrestrial services from 1980-2010 MHz and 2170-2200 MHz to facilitate the harmonised introduction and of MSS including those supplemented by a Complementary Ground Component
- Amended ECC Decision (04)10 on frequency bands to be designated for the temporary introduction of Automotive Short-Range Radars (SRR)
- Approval of draft deliverables for Public Consultation
The ECC adopted for public consultation the following ECC deliverables:
- Draft revision of ECC Decision (06)07 with the update of technical conditions for Mobile communication on aircraft based on CEPT Report 81
- Draft revision of ERC Decision (99)06 on S-PCS below 1GHz, update of annex 2 in relation to Myriota (VHF) and Swarm
- Draft new ECC Report 341 on coverage availability and performance aspects for 5G NR
ECC agreed that the closing date for the public consultation is 20 April 2022 (except for ERC Decision (99)06 which is set for 12 April 2022).
- Other issues:
- 40.5-43.5 GHz: in parallel to the task with regard to the CEPT Report in response to the 3rd EC Mandate on 5G, the ECC is also engaged in developing two ECC Recommendations dealing with FSS and 5G MFCN (in-band and adjacent band coexistence). A new ECC Decision on MFCN in the band 40.5-43.5 GHz is underway. Moreover, the ECC agreed to revise ECC Decision (02)04 in order to establish/update the framework for use of FSS earth stations on a coordinated basis in the band 40.5-42.5 GHz.
- Wireless Power Transmission (WPT): ECC noted the ongoing discussion with a view to set a way forward on WPT regulation. The ECC liaised with CENELEC in order to inform about the ongoing work and invited them to participate in the relevant activities within the ECC. WGFM /SRDMG is investigating which categories of WPT may need to be regulated by CEPT.
- Radio altimeters in 4200-4400 MHz: ECC PT1 is working to develop the draft ECC Report on compatibility between MFCN operating in 3400-3800 MHz and Radio Altimeters operating in 4200-4400 MHz. Some information has been received by the ECC regarding radio altimeter characteristics. These were reviewed and some questions for clarification were addressed to the aviation bodies noting that there are still missing parameters required for the simulations. The relevant work item has been updated following the discussion in the ECC.
- EC Mandate on shared use of the 3.8-4.2 GHz band for terrestrial local-area wireless broadband systems: ECC discussed the arrangements within its relevant groups (distribution of work, timeline, logistics) and agreed, in particular, that ECC PT1 will continue to work on Task 1 of the Mandate (although it might consider any required technical work from WG SE) while WG FM will address Task 2 of the EC Mandate focusing on the regulatory work.
- 5G and beyond Roadmap: the ECC agreed to update the CEPT roadmap for 5G and beyond, mainly reflecting the ongoing activities in the ECC. The roadmap was revised to consider the ECC deliverables adopted at the 58th ECC plenary meeting and the ongoing work items within the ECC.
