61st ECC plenary meeting, 7 – 10 March 2023

The ECC had its 61st plenary meeting from 7 – 10 March 2023 in Groningen (The Netherlands). It gathered 131 registered participants representing 34 CEPT administrations, counsellors, observers and the ECO.

The ECC agreed on the publication of ECC deliverables dealing with 5G, MCV and satellite issues. The CEPT Report 83, approved for publication, deals with the compatibility between MCV services using non-AAS 5G NR technology in the paired 1800 MHz and the paired 2600 MHz frequency bands. The draft CEPT Report 84 on UWB related to the 6-8.5 GHz band was approved for public consultation.

Here is a summary of the outcome from the meeting.

  1. Final approval of ECC deliverables for publication

The 61st ECC plenary meeting approved for publication the following ECC deliverables:

  • Draft revision of ECC Decision (14)02 on harmonised technical and regulatory conditions for the use of the band 2300-2400 MHz for Mobile/Fixed Communications Networks (MFCN)
  • Draft CEPT Report 83 on Compatibility between MCV services using non-AAS 5G NR technology and terrestrial systems capable of providing electronic communications services in the paired 1800 MHz and the paired 2600 MHz frequency bands
  • Editorial update of Annex 1 of ERC Decision (99)06 on S-PCS below 1 GHz

 

  1. Approval of draft ECC deliverables for public consultation

The ECC adopted for public consultation the following ECC deliverables:

  • Draft CEPT Report 84 on UWB below 10.6 GHz
  • Draft ECC Recommendation (23)02 on Cross-border coordination for MFCN in the 26 GHz frequency band

 

  1. Other issues:
  • The ECC appointed for their second term of office:
    • Henk Verkerk from the Dutch Authority for Digital Infrastructure, as ECC Vice Chair;
    • Vincent Durepaire from the ANFR as Chair of WG FM; and
    • Elizabeth Greenberg from the OFCOM as Chair of NaN.
  • New LoUs: two proposals for an LoU with Wireless World Research Forum (WWRF) and FiRa Consortium were agreed by the meeting.
  • 6G Workshop: the ECC was informed about the organisation of the workshop to be held on June 29-30. The ECO presented a list of high-level topics which will be considered at the 6G workshop.
  • EC Mandate on shared use of the 3.8-4.2 GHz band for terrestrial local-area wireless broadband systems: work is ongoing. The delivery of the final CEPT Report has been postponed for November 2024.
  • EC Mandate on SRD: the ECC noted the ongoing work with respect to the draft CEPT Report on the 9th update of the EC Decisions on SRD. Further discussions will be held in WG FM / SRD/MG, including on RDI-S applications in the 116-260 GHz.
  • 5G and beyond Roadmap: the ECC agreed to the update the “CEPT Roadmap for 5G and beyond”. These proposals were mainly based on the outcome of the last ECC PT1 and the developments in WGSE.
  • Shared use of the 6425-7125 MHz frequency band by WAS/RLAN and MFCN: the ECC agreed on a new Work Item to study possible technical conditions for the potential shared use of the band 6425-7125 MHz between MFCN and Wireless Access Systems including Radio Local Area Networks (WAS/RLAN).
