63rd ECC plenary meeting, 5 – 8 March 2024

The ECC had its 63rd plenary meeting from 5 – 8 March 2024 in Vilnius, Lithuania. It gathered 137 registered participants representing 34 CEPT administrations, counsellors, observers and the ECO.

The ECC agreed to publish the draft CEPT Report 85 on SRD and CEPT Report 86 on radiodetermination in the 116-260 GHz frequency range. Other ECC deliverables dealing with 5G, SRD, RLAN, satellite and numbering were also agreed.

The ECC appointed Mr. Stephen Talbot (UK) and Mr. Christoph Hildebrand (D) as the new CPG27 chair and ECC PT1 chair, respectively.

1. Final approval of ECC deliverables for publication

  • Amended ECC/DEC/(05)02 on a harmonised frequency plan for the use of the band 169.4-169.8125 MHz
  •  Amended ECC/DEC/(22)03 on radiodetermination in 116-260 GHz
  • Amended ECC Decision (07)03 on national numbering range beginning with ‘116’ for services of social value
  • Amended ECC Decision (09)06 on national short message service (SMS) beginning with ‘116’ for services of social value
  • Amended ERC/DEC/(99)01 on harmonised examination for maritime radio operator certificate
  • Amended ERC/DEC/(98)22 on exemption from individual licensing and free circulation and use of DECT equipment
  • Updated ECC/DEC/(99)06 on S-PCS<1GHz, Annexes 1 and 2
  • CEPT Report 85 on the EC Decisions on SRD
  • CEPT Report 86 on Radiodetermination applications in 116 - 260 GHz
  • Correction of ECC Recommendation (11)05 on Cross-border Coordination for MFCN in the frequency band 2500-2690 MHz
  • Amended ERC/REC 70-03 Annex 1 on non-specific SRD
  • Amended ERC/REC 70-03 Annex 2 on data acquisition
  • Amended ERC/REC 70-03 Annex 6 on Radiodetermination


2. Approval of draft ECC deliverables for public consultation

  • Draft CEPT Report 87 on the review of the RLAN VLP OOB emission limit below 5935 MHz
  • Draft revision of ECC/DEC/(20)01 on the harmonised use of the frequency band 5945-6425 MHz for Wireless Access Systems including Radio Local Area Networks
  • Draft revision of ECC Recommendation (14)04 on Cross-border coordination between MFCN and other systems in the frequency band 2300-2400 MHz
  • Draft ECC Report 358 on feasibility and sharing studies on the shared use of the 3.8-4.2 GHz frequency band by terrestrial wireless broadband systems providing local-area (i.e. low/medium power) network connectivity.


3. Other issues

  • CPG and PT1 chairs: Mr. Stephen Talbot (United Kingdom) and Mr. Christoph Hildebrand (Germany) were appointed by acclamation as CPG27 chair and ECC PT1 chair, respectively.
  • Workshops: the meeting noted the planned advanced SEAMCAT workshop (March 18-19, 2024) and the CEPT workshop on “combating scams” (2-3 July 2024).
  • 5G and beyond Roadmap: the ECC agreed to discontinue the “CEPT Roadmap for 5G and beyond” and start a new “6G roadmap”. 
  • Overview of ECC satellite activities: the document produced by the ECO on a stock-taking of the relevant ECC activities related to the satellite sector was welcomed by the meeting. It was agreed to establish it as a living document.
  •  ECC Strategic Plan for 2025-2030: the ECC endorsed the ECC Steering Group to start the development of the ECC Strategic Plan for 2025-2030. The aim is to approve it at the ECC March 2025 meeting.
  •  LoUs: the ECC approved the Letter of Understanding with AIM Europe and with the DSRC Interest Group
