ECC monthly news summary for January 2020

This summary provides a roundup of the main outcomes of ECC Working Group and Project Team meetings which have taken place in January 2020

Included for this period:

8-10 January: FM44 finalises the resolution of public consultation comments on draft ECC Report 305 on M2M via satellite and agrees draft revisions to ECC Decision (15)04 for aircraft ESOMPs in Ka Band

13-15 January: SE24 finalises draft ECC Report dealing with feasibility for High-Definition Ground Based Synthetic Aperture Radar (HD-GBSAR) applications within 74-81 GHz

14-16 January: ECC PT1 successfully resolves comments received to public consultations on Draft ECC Recommendations (20)01 (FSS earth stations sharing with 5G in 26 GHz) and revised (15)01 (cross-border co-ordination, updates addressing 3400-3800 MHz), and finalises ECC Reports on UAS and RMR for public consultation

14-16 January: SE40 focuses its discussions on sharing and compatibility studies for the new Satellite Personal Communication System operating below 1 GHz (S-PCS < 1 GHz) as well as sharing between RNSS and the amateur service (1240-1300 MHz)

15-17 January: SRD/MG further develops the CEPT Report in response to the EC mandate for the 8th update of the SRD Decision 2006/771/EC

20 January: SE7 progresses work on preparing the draft ECC Reports on compatibility studies for Railway Mobile Radio systems in the 900 MHz range and in the 1900 - 1920 MHz band

20-22 January: SE45 finalised its studies, complementary to ECC Report 302, dealing with the short-term protection of fixed service point-to-point applications from WAS/RLAN indoor-only deployments as well as potential WAS/RLAN portable outdoor devices with lower power levels

22-24 January: FM57 provided a draft of CEPT Report B for WG FM (development of harmonised technical conditions) in response the EC mandate to CEPT on the introduction of Wireless Access Systems in the 5925–6425 MHz the band

27-31 January: WG SE approves three ECC Reports for publication and a further five ECC deliverables for public consultation

29-30 January: FM56 finalises the first of two draft CEPT Reports in response to the EC mandate on FRMCS.

 

8-10 January 2020 – The Frequency Management Project Team FM44, dealing with satellite communications, met in Lausanne, Switzerland

FM44 successfully finalised the resolution of comments received to the public consultation on draft ECC Report 305 on M2M via satellite. The draft Report will be submitted to WG FM for approval for publication.

FM44 also agreed updates to ECC Decision (15)04 on Ka Band NGSO ESOMPs. The updates address conditions for aircraft ESOMPs based on the results of the draft update of ECC Report 217. The draft revised Decision will be submitted to WG FM for approval for public consultation.

FM44 also finalised its response to the ECC’s questions on the future of satellite monitoring, and continued discussions on the update of ERC Decision (99)06 to address new S-PCS systems below 1 GHz.

13-15 January 2020 – The Spectrum Engineering Project Team SE24, responsible for compatibility studies related to Short Range Devices (SRD), met at the ECO, Copenhagen, Denmark


SE24 finalised the draft ECC Report dealing with feasibility for High-Definition Ground Based Synthetic Aperture Radar (HD-GBSAR) applications using 1 GHz bandwidth within the 74-81 GHz band. The draft ECC Report will now be sent to WG SE for approval for public consultation.

SE24 responded to a request from WG FM to WG SE to study the co-ordination distances between urban rail and point-to-point applications for the fixed service operating co-channel in the 5925-5935 MHz band. The results of the studies will be sent to WG SE.

SE24 liaised with SE7 on updating the technical characteristics of SRD systems to be considered in the coexistence studies between railway mobile radio (RMR) at 900 MHz and systems in the adjacent band.

A joint meeting of SE24 and SRD/MG also took place, which addressed the upcoming work for the 8th update of the SRD regulation, under the permanent Mandate of the EC to CEPT.

14-16 January 2020 – The ECC Project Team PT1 on IMT and other communications networks in the mobile and fixed services met in Manchester, United Kingdom

PT1 resolved comments from the public consultation on the following deliverables:

  • Draft ECC Recommendation (20)01 on FSS earth stations sharing with 5G in 26 GHz – to be submitted to ECC#52 (March 2020) for final approval
  • Draft revised ECC Recommendation (15)01 on cross-border co-ordination, updates addressing 3400-3800 MHz– to be submitted to WGFM#95 (February 2020) for final approval

 

PT1 also finalised the following draft ECC Reports for approval for public consultation:

  • Draft ECC Report 309 on MFCN for UAS
  • Draft ECC Report on compatibility between RMR and MFCN in the 900 MHz, the 1900-1920 MHz and the 290-2300 MHz bands

PT1 also discussed questions received from the EC on the 26 GHz band related to authorisation schemes and the outcome of WRC-19, and continued work on the EC Mandate on 5G in bands below 3 GHz.

14-16 January 2020 – The Spectrum Engineering Project Team SE40, responsible for space services compatibility studies, met in Rome, Italy

SE40 has focused its discussions on sharing and compatibility studies for the new Satellite Personal Communication System operating below 1 GHz (S-PCS < 1 GHz) as well as sharing between RNSS and the amateur service (1240-1300 MHz). SE40 also completed its work in response to questions raised by the ECC in relation to the future satellite monitoring needs and capabilities of Leeheim monitoring station.

15-17 January 2020 – The Frequency Management Short Range Devices Maintenance Group (SRD/MG) met at ECO, Copenhagen, Denmark

SRD/MG further developed the CEPT Report in response to the EC mandate for the 8th update of the SRD decision 2006/771/EC. SRD/MG also resolved all comments on the revision of the ITS Decision (08)01 and Recommendation (08)01 received during the public consultation. SRD/MG will propose to WG FM, the amendment of the main text and Annex 1 of Recommendation 70-03 for Public Consultation.

20 January 2020 – The Spectrum Engineering Project Team SE7 responsible for compatibility and sharing issues of mobile systems (except IMT), met at the ECO, Copenhagen, Denmark

SE7 progressed work on preparing the draft ECC Reports on compatibility studies for the Railway Mobile Radio systems in the 900 MHz range and in the 1900 – 1920 MHz band also finalised the work on preparing draft ECC Report A and draft ECC Report B which will be submitted to WG SE for approval for public consultation. Further progress was also made on the additional compatibility studies to ECC Report 200 on the protection of E-GSM-R and UAS which will be submitted for WGSE consideration for public consultation.

20-22 January 2020 – The Spectrum Engineering Project Team SE45, dealing with compatibility studies for WAS/RLANs in the 5925-6425 MHz band, met in Prague, Czech Republic

SE45 finalised its studies complementary to ECC Report 302 dealing with the short-term protection of fixed service point-to-point applications from WAS/RLAN indoor-only deployments as well as potential WAS/RLAN portable outdoor devices with lower power levels. These sharing studies in the 5925-6425 MHz band will be presented to the next WG SE meeting, with the proposal to include them in a new draft ECC Report to be approved for public consultation.

22-24 January 2020 – The Frequency Management Project Team FM57, addressing frequency management aspects for WAS/RLANs above 5 GHz, met in Prague, Czech Republic

FM57 held its ninth meeting on 22-24 January 2020 in Prague, Czech Republic.

FM57 provided a draft of  CEPT Report B (development of harmonised technical conditions) for WG FM in response to Task 2 of the EC mandate to CEPT on the introduction of Wireless Access Systems including Radio Local Area Networks (WAS/RLAN) in the frequency band 5925–6425 MHz.

Due to lack of time, FM57 agreed to seek an extension from WG FM of the deadline to complete the draft ECC Decision on WAS/RLAN in the band 5925-6425 MHz.

27-31 January 2020
– The Working Group Spectrum Engineering (WG SE) held its 84th meeting in Split, Croatia


WG SE approved the following ECC Reports for publication:

  • ECC Report 310: “Evaluation of receiver parameters and the future role of receiver performance in spectrum management and coexistence studies”
  • Revision of ECC Report 217: “The Use of Land and Maritime Earth Stations on Mobile Platforms Operating with NGSO FSS Satellite Systems in the Frequency Range 17.3-20.2 GHz, 27.5-29.1 GHz and 29.5-30.0 GHz”
  • Draft ECC Report 306: “CEPT investigations on possible usage of low power audio PMSE in the band 960-1164 MHz”, Appendix 2: Sharing Studies

(Appendix 2 of the abovementioned draft report will be sent to WG FM for final adoption and publication by the ECC at its March 2020 meeting).

The following draft ECC Reports were approved for Public Consultation:

  • Draft ECC Report 313: “Coexistence between RMR in the 900 MHz range and other applications in adjacent bands”
  • Draft ECC Report 314: “Coexistence between Future Railway Mobile Communication System (FRMCS) in the frequency range 1900-1920 MHz and other applications in adjacent bands”
  • Draft Addendum to ECC Report 200: “Additional co-existence studies between SRDs/RFIDs and E-GSM-R in the 900 MHz frequency band”
  • Draft ECC Report 315: “Feasibility of spectrum sharing between High-Definition Ground Based Synthetic Aperture Radar (HD-GBSAR) application using 1 GHz bandwidth within 74-81 GHz and existing services and applications”
  • Draft ECC Report 316: “Sharing studies assessing short-term interference from Wireless Access Systems including Radio Local Area Networks (WAS/RLAN) into Fixed Service in the frequency band 5925-6425 MHz”

 

WG SE also discussed the other activities of its Project Teams and updated its work programme accordingly

29-30 January 2020 – The Frequency Management Project Team FM56, dealing with Radio Spectrum for Railway Applications, met in Brussels (DG Connect), Belgium

FM56 finalised the development of the first of two draft CEPT Reports in response to the EC mandate on FRMCS.  FM56 also agreed to send this draft CEPT Report A to WG FM for approval for public consultation by the ECC.
